OAG data put scheduled UAE airline capacity at seven million seats, 20.6% of the region’s total. Dubai International accounts for 4.47 million, while Zayed International rises to fourth regionally with 1.69 million seats

The UAE has retained its position as the Middle East’s largest aviation market, with airlines scheduling 7.03 million departing seats for November 2026. The country accounts for 20.6% of the region’s total capacity of 34 million seats, according to aviation data provider OAG.

Saudi Arabia ranks second with 6.33 million seats, followed by Qatar with 2.52 million. Despite leading the region, the UAE recorded a 10.6% decline in capacity compared with November 2025. Regional capacity also fell by 8.5% during the same period.

Dubai International remains region’s busiest airport

Dubai International Airport maintained its position as the Middle East’s busiest airport, offering 4.47 million departing seats in November. The airport also retained its global lead in international scheduled seat capacity.

However, Dubai recorded a 15.6% year-on-year decline, reflecting wider aviation disruptions across the region. Meanwhile, Zayed International Airport climbed to fourth place regionally with 1.69 million seats. Its capacity increased by 7.9%, adding approximately 124,000 seats compared with November 2025.

Emirates leads regional airlines

Emirates remained the Middle East’s largest airline with 3.05 million scheduled seats, despite a 6.7% annual decline. Qatar Airways ranked second with 2.52 million seats, while Saudi Arabian Airlines followed with 1.92 million. Etihad Airways recorded 8.4% growth, reaching 1.41 million seats and ranking fourth among regional carriers.

Impact to Expect

The UAE’s aviation leadership supports tourism, international connectivity and trade. However, falling regional capacity highlights ongoing challenges, while Abu Dhabi’s growth signals expanding opportunities for the country’s aviation sector.
