Dubai Updates Al Satwa Building Rules, Allows 8 Floors

Dubai Municipality has revised Al Satwa’s planning framework, allowing more varied residential and commercial development. Qualifying plots of 1,000 square metres or more can potentially accommodate a commercial ground floor plus eight residential floors

DUBAI: Dubai Municipality has introduced new planning regulations for Al Satwa, allowing taller residential buildings and more commercial development opportunities. The changes aim to improve land use, attract investment and support the neighbourhood’s future growth.

Announced on November 1, 2026, the updated framework gives property owners greater flexibility based on plot size, location and planning requirements.

New Building Rules for Al Satwa

Under the revised regulations, plots along internal roads can accommodate a ground floor and two additional residential floors. Previously, these plots were mainly designated for attached villas. Properties along external roads can support mixed-use developments, including a commercial ground floor with two or three residential floors above. The municipality says these changes will encourage redevelopment while maintaining Al Satwa’s existing urban character.

Larger Plots Can Have Eight Residential Floors

One major change involves plots measuring 1,000 square metres or more. Eligible landowners can develop buildings with a ground floor and eight residential floors, subject to planning approval. These developments can have a floor area ratio of up to 3.5.

Owners may also combine two or more smaller plots to meet the minimum area requirement. The municipality could permit the inclusion of access lanes between adjoining plots, subject to approved procedures. These incentives aim to encourage larger, integrated developments and improve land efficiency.

Infrastructure and Investment Opportunities

Dubai Municipality worked with relevant authorities to assess traffic, infrastructure and essential service requirements before updating the regulations. Mansour Al Rais, Director of the Executive Planning Department, said the changes would give landowners and investors more flexibility to redevelop properties.

The municipality expects the revised framework to encourage investment, support residential growth and improve the area’s urban environment. Property owners can access the updated services and submit applications through the Build in Dubai platform.

The changes form part of Dubai’s wider efforts to promote sustainable urban development and improve quality of life.

Impact to Expect

The revised rules could boost property redevelopment, increase housing supply and attract new investment to Al Satwa. Greater building flexibility may also support local businesses, raise property values and encourage sustainable urban growth.
